VIEWING & ACCESS
Public participation is encouraged! The Ojai City Council meets regularly on the second and fourth Tuesdays of the month at 6:00 p.m. The meetings are conducted in a hybrid model, providing both in-person attendance and virtual public comment via the Zoom link below. Virtual attendance via Zoom is the only way to remotely provide public comment. Pre-registration is not required for public comment via Zoom. Instead, Zoom participants will utilize the “hand-raise” function to indicate their desire to speak on an item. The meeting is also livestreamed on the City's website at ojai.ca.gov/525/2968/Public-Meetings, on YouTube at youtube.com/@ojaicity, and on Spectrum Channel 10. Public Communications is the time set aside during the meeting for members of the public to address the City Council on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Council, and will generally be referred to staff and/or placed on a subsequent agenda. RECOMMENDATION:

Review and ratify nomination of applicant Katrina Rice Schmidt as Planning Commissioner to fill a mid-term vacancy on the Planning Commission.

7.

Authorization of Amendment No 2 the Professional Services Agreement with Secural Security Corporation

 
RECOMMENDATION:

That the City Council:

  1. Authorize the City Manager to execute Amendment No. 2 with Secural Security Corporation for security services at Ojai Tent Town through June 30, 2026; and
  2. Ratify expenditures incurred from February 28, 2025 to October 14, 2025; and
  3. Approve budget appropriations for FY25-26 to cover anticipated services through the extended term.

Approve the Purchase of a New Custom-Built Dais for the City Council Chambers in Kent Hall

 
RECOMMENDATION:

Authorize City Manager to purchase a new custom-built Council Chambers Dais from ErgonomicHome.com, Inc. in an amount not to exceed $47,800.

That the City Council authorize the City Manager to execute a Professional Services Agreement with HdL Companies for the implementation of a Business License and Cannabis Software Application (BL-0025).

Approval of Cybersecurity Assessment Services &  NIST CSF 2.0 Compliance Review

 
RECOMMENDATION:

Authorize the City Manager to execute a contract with Infosight Inc for a one year term in an amount not to exceed $37,940 for a cybersecurity assessment and compliance review based on the NIST Cybersecurity Framework (CSF) 2.0.

Driver Labor Contractor Agreement with Fillmore Area Transit Corporation DBA Sun Shuttle and Transit for Trolley Drivers

 
RECOMMENDATION:

That the City Council authorizes the City Manager to enter into a Driver Labor Contractor Agreement with Fillmore Area Transit Corporation DBA Sun Shuttle and Transit for contracted trolley drivers in an amount not to exceed $60,000.

DISCUSSION

13.

Code Compliance Proactive Approach

 
RECOMMENDATION:
  1. Discuss and consider directing staff to implement a proactive, rather than reactive, approach to Code Compliance for:
    1. Inoperable vehicles;
    2. Unpermitted construction activity; and
    3. The Ojai Arcade and Arcade Plaza Design Guidelines and Municipal Code requirements related to signage, outdoor displays, and outdoor dining.
  2. Discuss and consider directing staff to organize and host an educational forum for downtown business, property owners, and the public, on Design Guidelines and Municipal Code requirements related to signage, outdoor displays, and outdoor dining in The Ojai Arcade and Arcade Plaza.
  3. Discuss and determine whether additional areas of desired proactive code enforcement should be identified, and if City Council consensus exists, direct staff to return with an estimate for the effort and any corresponding budget allocations must be made.

14.

Concept Review - Aspire Broadband Contract and Micro Trenching Ordinance

 
RECOMMENDATION:

Consider whether to direct the City Manager, in consultation with the City Attorney, to:

  1. Negotiate a broadband franchise agreement with Aspire Broadband, LLC; and
  2. Return with a first reading of a microtrenching ordinance to allow microtrenching in City rights-of-way.

15.

Fiscal Year-End Report and Carryover Requests

 
RECOMMENDATION:
  1. Receive the preliminary Fiscal Year-End Report;
  2. Authorize the carryover of appropriations for the Capital Improvement Program; and
  3. Approve a transfer to the Cemetery Fund to address ongoing operating shortfalls.

PUBLIC COMMENT OPTIONS

The easiest way to submit written public comments is through the “eComment” function on the City Council’s Public Meetings page. Please click into the “eComment” link for the desired date and agenda item. 

Written Comments: In order for staff to provide the City Council with written public comments timely, written/emailed public comments must be submitted no later than 3:00 p.m. on the day before the meeting.

You may always submit written comments to the City Clerk via mail, in person at City Hall, or via email to cityclerk@ojai.ca.gov. If your written comment is received by 3:00 p.m. on the day before the meeting date, the City Clerk will distribute copies of your comments to all Council Members and recorded on the City website. Written comments received after 3:00 p.m. may not be distributed to the Council Members and recorded on the City website until after the meeting.

LEVINE ACT WARNING
Applicants and their agents before the City Council are subject to the campaign disclosure provisions detailed in Government Code Section 84308. No City Council Member may accept, solicit, or direct a contribution of more than $500 from any party or agent for 12 months subsequent to the date a final decision is rendered by the City. This prohibition commences when your application has been filed, or the proceeding is otherwise initiated.

A party to a City proceeding - which includes both applicants and agents - shall disclose on the record of the proceeding any contribution of more than $500 made to any Council Member by the applicant or agent, during the preceding 12 months. No party to a City proceeding, or agent, shall make a contribution to a Council Member during the proceeding and for 12 months following the date a final decision is rendered by the City.

Prior to rendering a decision on a City proceeding, any Council Member who received a contribution of more than $500 within the preceding 12 months from any party, or agent, to a proceeding shall disclose that fact on the record of the proceeding and shall be disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member shall be permitted to participate in the proceeding.
